The next guest speaker was:
Mr. Francois Janvier, Deputy Director, EASA approvals and Standardization Office. EASA's standardization office controls the national authorities. They must ensure that rules are followed in the EU / EEA area on behalf of the EU Commission. • Not too low standard - Aircraft Safety • Not too high standard - It should be equal competition conditions The standardization office completed about 60 inspections in 2007. |
AEI's concerns is EASA's concerns:
Defects are not reported.
Misuse of the 145 ONE-OFF authorizations.
Open items after EASA controls.
MEL will be (mis) used by pilots.
Occurrence Reporting - a "just" system

When it comes to defects reporting, the situation is the following:
• Defects are not reported. • Parallel logbook system (written on a piece of paper and comes forward) • Most defects on the flight reported to home base • Deletion of defects in log • Not rectify the defects • Defects signed out by personnel not having CRS approval. |
None of this is new, and this is illegal and compromising flight safety.
In a professional industry, we must expect that everyone follows the rules.
To end this EASA have had meetings with the national authorities and they have arrived at a standard to be used when they control the airlines failures and MEL use.

AEI Vice Preident,Ola Blomqvist, started the "workshops" with a long list of accidents. Should someone be charged with murder after an accidental error, or something that looks like a criminal act from a prosecutor`s point of view, who has no knowledge of the airline industry? How should we relate to the criminalization and Just Culture.
He had also made a video interview on Just Culture with Sydney Dekker, which was presented to the Congress.

The Congress "Workshops" received the following questions.
How can AEI have influence on Legal Systems? How can AEI and Affiliates improve Employer’s handling of occurrences in order to build a just culture? |
Will AEI support a common tribunal for aviation in Europe? All this will be handled by the AEI Executive board and will come as part of AEI's policy.
